NORML Cannabis Freedom Survey

With 4/20 approaching and marijuana once again at the center of national conversation, NORML has launched the 2026 NORML Cannabis Freedom Survey , a rapid-response poll asking consumers a simple question: Where you live, how free do you feel to consume cannabis?

This survey is designed to capture real-time sentiment from cannabis consumers across the United States and beyond, offering a snapshot of how individuals experience cannabis policy in their daily lives.

“In some jurisdictions, cannabis comes with real freedom. In others, it still comes with real consequences,” said NORML Development Director JM Pedini “This survey is about capturing that gap — not just what the laws say, but how people actually experience them.”

Respondents are asked to evaluate their perceived cannabis freedom at both the state and national level and provide insight on key legislative and regulatory priorities, including consumers protections.

The survey reflects NORML’s longstanding focus on representing cannabis consumers and comes at a time of renewed political attacks, even as public support for marijuana legalization remains near historic highs.

Results from the survey will inform NORML’s advocacy efforts and may be shared to highlight public attitudes toward cannabis policy and consumer freedom.

The 2026 NORML Cannabis Freedom Survey is now open and takes approximately two minutes to complete.
