Cannabis sales in Massachusetts reached a record $1.65 billion in 2025, according to the Massachusetts Cannabis Control Commission (CCC).
And that milestone comes despite a significant decline in prices – meaning consumers are buying significantly more product amid a longshot ballot initiative campaign that would end adult-use cannabis sales in the state.
Total sales for 2025 exceeded 2024’s tally by about $3 million.
Retailers reported 46.3 million transactions, an increase of 3.4 million compared to 2024.
“The cannabis industry in Massachusetts continued to mature in 2025 with the number of cannabis businesses reaching the highest point since adult-use sales began in 2018,” commission Chair Shannon O’Brien said in a statement.

Milestones included $806 million in sales during the first half of the year and record-breaking months in January, April, May, July, October and December.
O’Brien highlighted the CCC’s efforts to reduce regulatory hurdles through the newly established Red Tape Removal Committee, aimed at helping businesses stabilize and plan for the future.
The state’s marijuana industry generated $265 million in tax revenue during fiscal 2025. The funds support initiatives, including restorative justice programs, public awareness campaigns and the Cannabis Social Equity Trust Fund, which aids communities disproportionately impacted by marijuana prohibition.

Massachusetts marijuana businesses are looking forward to the introduction of social consumption licenses.
Margins could be boosted further if cannabis is downgraded to Schedule 3 of the federal Controlled Substances Act as ordered by President Donald Trump on Dec. 18.
“With critical changes on the horizon, the commission remains focused on adapting its policies to build a safe, equitable and effective cannabis industry,” CCC Executive Director Travis Ahern said, according to an agency statement.
